China formally ratifies accession to the Maritime Labor Convention

On August 29, after deliberation and approval at the 16th meeting of the standing Committee of the 12th National people's Congress, China formally ratified and joined the Maritime Labor Convention 2006. One year after the date of submission of the instrument of ratification of the Convention to the International Labor Office for registration, the Convention will enter into force for our country. The Convention specifies in detail the minimum employment requirements, employment conditions, standards of living facilities on board ships, occupational health and safety guarantees, etc., and clarifies the rights of seafarers and the obligations of member states.
According to the statistics of the Maritime Safety Administration, the total number of seafarers in China is about 620000, and the export of seafarers is the fourth in the world.
"Maritime Labor Convention 2006" was passed by a high vote at the 94th International Labor Conference. Its purpose is to achieve decent work and life for seafarers. It is called the "Bill of Rights" for maritime workers ". To date, 66 ILO member states have ratified the Convention.
According to the relevant person in charge of the Ministry of Transport, at present, the ability of my country's expatriate seafarers to participate in international competition is very weak, and most of the ships served by expatriate seafarers are operated or actually controlled by nationals. Only about 10% of our outstanding seafarers can enter the market of European and American shipowners. At the same time, Chinese expatriate crews mainly serve bulk cargo ships, accounting for about 80% of the total output. However, Chinese crews rarely set foot in ships with high technical requirements and high wages. The international competitiveness of Chinese expatriate seafarers has been unable to improve.
Seafarers' labor export plays a very important role in economic development. China's ratification of the Convention will be conducive to strengthening the protection of the rights and interests of seafarers and promoting the healthy development of China's maritime industry. At present, the Ministry of Transport and the Ministry of Human Resources and Social Security are working hard to promote my country's full compliance.
